OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO promotes sport as a means to contribute to sustainable development through social inclusion, educational, socio-cultural and economic benefits, as well as ethical and human values. The International Convention against Doping in Sport (2005) rules and governs the commitments and executive accountability of governments. It sets out the fundamental principles and provisions to which the States Parties commit for its implementation against prescribed compliance targets. Hence, it is a leading global legal instrument engaging public authorities in the protection of sport ethics, values and integrity, with currently 192 States Parties. The Section for the Elimination of Doping in Sport within the Social and Human Sciences Sector of UNESCO performs the tasks entrusted to the Secretariat of the Convention.

The Conference of Parties (COP), sovereign body of the Convention entrusts its Bureau to coordinate and supervise the work of the Conference and order of business between COP sessions, by contributing to the implementation of COP resolutions, promoting the purpose of the Convention, and contributing to enhancing collaboration with stakeholders in cooperation with the Secretariat.

The Fund for the Elimination of Doping in Sport, with the technical and guiding support by the Approval Committee, elected by COP at each of its session, provides assistance to States Parties ensuring antidoping projects are aligned with COP’s Resolutions embracing policy advice, capacity-building and education. States Parties’ ownership of the implementation of the Convention is supported by key strategic instruments and guidance, notably the Operational Guidelines and Framework for Strengthening the implementation of the Convention, as well as other tools in the process of development/finalization (e.g., Model Strategic Framework, Guidelines on Sport integrity, etc.).

Under the direct supervision and executive management of the Chief of the Section for the Elimination of Doping in Sport, the Executive Secretary of the International Convention against Doping in Sport, and in close cooperation with Section members, the incumbent will be responsible for analytical, technical, administrative and project management aspects, monitoring of implementation of projects and activities related to the Fund for the Elimination of Doping in Sport. The incumbent will contribute to the implementation of COP Resolutions related to the Fund and the Approval Committee, as well as to the work entrusted to the COP Bureau. The incumbent will also support the Executive Secretary of the Convention, in collaboration with colleagues, with advocacy and resource mobilization activities.

More specifically, the incumbent shall:

  • Provide support to the Executive Secretary in the management of the Anti-Doping Fund of the International Convention against Doping in Sport and activities related to the COP Bureau and to the Approval Committee of the Anti-Doping Fund and provide analytical input and develop and track activities and outputs;
  • Deliver organizational, management and operational support to the COP10 Bureau and Approval Committee; accordingly, support the coordination and organization of their meetings and of related initiatives; in this framework, liaise with the members of the COP Bureau and of the Approval Committee, host countries, as well as relevant internal services;
  • Elaborate, consolidate and finalize statutory working documents and background information prior to the meetings of the COP Bureau and of the Approval Committee; prepare official meeting reports;
  • Draft, prepare and manage planning charts and strategic and operational workplans, budget overviews required for the effective follow-up of meetings of the COP10 Bureau and of the Approval Committee;
  • Liaise with, and provide information, guidance and technical support and advice to States Parties interested in applying to the Fund; coordinate with States Parties benefiting from the Fund for the effective implementation of approved initiatives; ensure technical and operational quality assurance of project outcomes;
  • Prepare and consolidate tools aimed at supporting States Parties in the process of applying to the Fund;
  • Elaborate concept notes and proposals to enhance the impact of the Convention and its Fund, as well as strengthen engagement with States Parties and relevant stakeholders;
  • Monitor and provide timely support to the Executive Secretary in the overseeing of the allocation of the Fund; including the preparation, timely processing of payments and closure of contracts related to projects supported by the Fund;
  • Coordinate the roll-out and monitoring of the annual minimum 1% contribution campaign among States Parties; provide support to the Executive Secretary to identify further needs and mobilize additional resources;
  • Provide strategic and operational support to facilitate the work of the open-ended working group tasked with the continuation of the reflection of the reform of the Convention, notably through the organization of meetings, drafting of proposals, report and coordination;
  • Contribute, when relevant, to the implementation of initiatives related to aspects revolving around governance and ethics, integrity and values of sport within the strategy and action plan for Sport and Priority Africa;
  • Produce correspondence and a variety of briefings, speeches/talking points, scenarios, notes, proposals and reports on the Anti-Doping Convention and its Fund;
  • Participate in meetings, seminars or other official events pertaining to the activities of the Anti-Doping Convention and its Fund to coordinate and advance programmatic work and ensure visibility;


REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Master's degree or equivalent) in Social and Human Sciences, Political Science, International Relations, Public Affairs or related fields.


Work Experience

  • A minimum of 4 (four) years of relevant professional experience in project or programme management in the field of sport, of which preferably 2 years acquired at the international level.

Languages

  • Excellent knowledge (written and spoken) of English or French and good knowledge of the other.


DESIRABLE QUALIFICATIONS

Education

• Post-graduate specialization in Social and Human Sciences, Political Science, International Relations, Public Affairs or related fields.


Work Experience

  • Work experience in similar functions within the United Nations system or an international organization/institution.
  • Experience working in the field of anti-doping or related fields.


Skills/Competencies

  • Knowledge of the Anti-Doping Convention.


Languages

  • Good knowledge of another UNESCO language (Arabic, Chinese, Spanish and Russian).
